In most cases, yes. A vast majority of organizations can benefit from a single web engineer managing their web services. In most large web design firms there are only one or two designers working on a project at any given time.
In fact, having one person whom you build a working relationship with can result in more personalized, higher quality work. Of-course, there are always exceptions for larger organizations in specific industries.
If your project is outside of the scope of my services, then I strive to be transparent and realistic- exceeding your goals – or I will not accept the project.
